A Czech Architect friend once told me that the bottoms or street levels of buildings were designed to impress the investors whereas the tops of the building were designed to impress other Architects. Look up!!
Many buildings in Prague both residential and commercial all have penthouses built at the top. Often these were created for the architects and their families / friends. Also any building realised from 1948 - 1989 would have to contain at least 10% 'social realism' which meant artists were very busy during those days. Not like today when the through up any crap like malls and shopping outlets.
